The Personnel Management Module consists of nine screens which manage the information related to all aspects of personnel security. This module may contain information for employees, consultants, and special category visitors.
The records contained within the Personnel Management database files are used by the other ISMS modules as the sole source of information on such items as Personnel Clearances, Personnel Accesses and Briefings, and Personnel Names and Addresses.
Personnel Accesses are controlled through unique and sophisticated measures. Each person has the ability to be granted access to one or many offices, storage containers, contracts, programs, projects, and more. Peoples clearance, briefings, and badges also play an important part in access control, for example, when charging out documents or processing incoming visitors. Beyond direct accesses, people have the ability to be granted certain "Privledges" which allow them to perform various functions throughout the system. For example, the "K" Privledge allows for signing of DD254's and the "OV" Privledge allows signing of Outgoing Visit Authorization Letters.
The Personnel Management Module records personal information such as name, date and place of birth, citizenship, Visa or Passport information, addresses, phone numbers, contacts, and more. This information is used through out the system wherever relevant information is required (such as Outgoing Visits and Briefings).
ISMS tracks employement information as well. The company, office, position, supervisor, and more information is catalogued and used throughout the system. For example, the CUSTBYSC report displays custodians of storage containers, with there office, work phone number, and location included.
Complete clearance records for each individual may be used when an individual holds multiple clearances simultaneously. Each clearance has unique tracking of that clearances history - upgrades, downgrades, corrections, etc. Note that ISMS makes a clear distinction between clearances (C, S, TS) and accesses.
ISMS also provides a simple JPAS Import functionality. ISMS equips the Security Manager with the ability to import clearance data directly into ISMS, ensuring clearance information is always up to date.
ISMS tracks multiple briefings for each person. Each facility defines the briefings to be used at the facility. Each briefing record contains all the information required to define the initial briefing, refresher briefings, and final briefing.
Each time a person receives a briefing (initial, refresher, or final) a record is added to the database. This file will contain the entire briefing history of an individual at the facility. Prior briefing history may be entered if the facility deems this information important. This file serves as the basis for notification of individuals who are to be scheduled or are overdue for briefings. ISMS also equips the Security Manager with the ability to view upcoming rebriefs and debriefs and notify appropriate persons of the upcoming event.
ISMS provides tracking of Employee Badges and other badges, such as Common Access Cards and Pentagon Badges. The system automatically incorporates this data into its cross-checks when neccessary. For example, one setting will only allow the Point of Contact on Incoming Visits to be a person with a current On-Site badge.
The system also manages contracts and program managers for contracted employees. All this information is tied together with clearances and briefings. For example, a person can not be granted an SCI level badge unless they 1) have an Interim Top Secret or Top Secret Clearance, 2) a valid SCI level briefing, and 3) the contract they are currently working on is at the Top Secret level. Another example is that a person cannot be granted a Top Secret level badge even with a Top Secret Clearance unless their current contract is also at the Top Secret Level. |
